Irfanview — download
pmd editor — download

.NET Framework 3.0 up — ( Sorry I didn't have download link but Google can help you )
Extract kom file by els_KOM.exe
Open els_KOM.exe and drag model data in els_KOM.exe
waiting and you can see els_KOM create new folder
open TGA file by Irfanview
Press T or Files > Thumbnails
You can see texture thumbnails
